Best skin care for dry winter skin?

The winter is wreaking havoc on my skin! My skin is very dry, scaly patches amid the front and back of the eyes and eyelids. Right now, with a mild cleanser Neutrogena cream daily, and st. Ives collagen elastin moisturizer. I can use the Caudalie essential oil under and around my eyes, I was crazy expensive, but has not made the problem disappears, only some relief. I think the c /. Ives can be better for the summer though b / c its not very heavy. Anyway, can anyone recommend a day cream is not greasy and super nice one, soothing, hydrating night cream? I I have not $ 40 to spend on these things, of course:-p
